I remember when I first moved to Virginia. During one visit to the DMV I registered my car in Virginia, got a Virginia license and registered to vote. I spent a fair bit of money that day - it was worth it to me because becoming a Virginia driver allowed me to work among other things. But not everybody makes the same calculation. Requiring a passport instead of a driver's license just makes it that much worse of a poll tax.[/quote]
