One year of low level experience in an office, zero education, and maybe a month and a half of training, some of which is learning to speak Spanish - and these ICE agents are given the authority to run around like they are state troopers and use lethal force?  In unmarked cars, with no identification badges?

To be a MD state trooper, you also do not need a bachelors degree. But you do 27 weeks of Police Academy (residential) and some 45 college credits in law enforcement subjects, and 8 weeks on the job training with supervision.
