Because closing borders has severe geopolitical and economic ramifications. This way the cost of self-quarantining is only on travellers. If you get to Israel and can't prove the ability to stay in a hotel or home for 14 days without leaving, tough luck. I bet Mossad has no problem turning you back at the airport/border and refusing entry.[/quote]

They're not going to do that. They're just going to request a hotel receipt most likely showing an ability to pay for 14 days or confirmation from a local resident that you are staying with them for such a time.

They're not going to put armed guards at every hotel. Now if you want to act like a child and break the quarantine while in Israel, don't be surprised if you end up in a sh*thole prison and trying to call together a legal team with international jurisdiction.

As for the supplies, again - you are expected to have access to it OR you can do what the Diamond Princess passenger did after he voluntarily self-quarantined in Japan. Which was have room service every day.
