All the tariffs are based on the “national emergency” which Trump has declared we have due to trade deficits (that’s already crazy but stay with me.) So because of this “national emergency” he has invoked IEEPA to be able to circumvent Congress and institute these tariffs. https://en.m.wikipedia.org/wiki/International_Emergency_Economic_Powers_Act The Senate bill that passed to cancel the “national emergency” was written before all of the other tariffs went into place, so so far only affected the Canada and Mexico tariffs, but the discharge petition in the House will apply to all of them.
