Those aren't inconsistent statements.  The neurologist sees anyone in the White House staff who needs a neurologist (he's not just there to see Biden and for some of his visits he did not there to see Biden) and part of the President's annual physical includes being seen by the neurologist.   The neurologist's exam was part of the February report on Biden's physical and that was published.

The February report, on page 1 says the President's physical includes being examined by a range of specialists and that their findings are included in the report.  Pages 3 and 4 of the report covers his neurological exam (and rules out Parkinsons) along with describing his stiff gait due to arthritis and neuropathy in his feet.  So to those of you saying "release the neurologist's report" it's already been released.
