New plan on the part of the administration is to stem the flow from the southern border of the USA via an agreement with Guatemala. Cross into Guatelama from Honduras and El Salvador.  From Guatemala can cross into Belize>Mexico>USA or Guatemala>Mexico>USA.

Actually that is a rather brilliant plan and I'm surprised it wasn't done over the last 2 decades. USA increases assistance to Guatemala.  Belize does not want the problems of irregular migration.
