Its more that Big Z doesn't really have a plan, and its been described as a "wish list" by others. He can't be transparent with his cannon-fodder that this is completely unwinnable for Ukraine. He has to somehow maintain an illusion of victory or he'll be swiftly shown the door.

It also plays into the accusations of being NATO pawns rather than fighting for the nation's survival. The nation doesn't get a say in whether to fight or how, but NATO certainly does.

Yes, it’s a striking contrast to successful Russian leaders, who regularly discuss with the rest of their nation, whether they should continue war. And they attack only when 100% chance of success and unanimously approved in a referendum.
