He can offer incentives, he can offer arguments, he can make promises for future aid, but ultimately, he is trying to persuade the powers that be to move in the direction he would like. If he is successful, he has affected the price of gas. If he is not successful, it doesn't mean he did nothing, but it means that he tried and failed to persuade the controlling powers, like OPEC, to move in the direction he asked. [/quote]
