Vindman was certainly insubordinate, he is a known leaker, and an arrogant sh*t. But, he is very unlikely to be formally disciplined for his behavior. His rater, Mr. Morrison, has already given him a big slug in his OER (Officer Efficiency Report), so that will catch up with him. I’m not sure who serves as his convening authority, but the NSC will not prefer any charges against him. They have taken the proper action, dismissed him for improper conduct and he will receive an end of tour OER which likely will not be good.

The meaning of insubordinate is “defiant of authority; disobedient to orders.” and this guy was all that according to his commanding Officer. Keep in mind he declined to follow orders from the President and was telling others to ignore the orders because Trump would soon be gone.
