They just couldn't let the Donbass be free, so they would just attack civilians at random. Even today, Ukraine takes perverse pleasure in attacking civilians. As soon as they get a new toy they like to hit some market square or the Kerch bridge. They hide their army behind civilians and use civilian vehicles to move troops/material. They do this because they know Russia doesn't want to kill civilians. Russia doesn't do "shock and awe" like NATO or Israel does.
