Ricardy Anderson is also unhappy about a Thru proposal intended to deal with the fact that Bailey's Upper ES lies outside its attendance area.  The Thru proposal would adjust the boundaries but send hundreds of low-income kids in Culmore who live within a short walking distance of Bailey's ES (Lower) to Sleepy Hollow ES.  It was a case study in the consultants coming up with a "solution" that's worse than the problem it's trying to solve.  There are many other instances where the Thru Consulting recommendations were equally stupid.

People expected this consultant to be woefully incompetent and, in that regard, they've certainly exceeded expectations.

FCPS doesn't want to provide BRAC members and other members of the public with the information they've requested, because it would enable them to come up with better proposals far more quickly and at far less cost. [/quote]
