Regardless of what you think of this "deal," the bolded misstates what Evans wrote.  He didn't say that there weren't any other potential buyers for the property, he said there weren't any other potential public-private partners.  Even in 2008, I imagine there would have been developers salivating over that parcel.

Also, you're asking why Maret didn't spend $20m on the property?  The answer to that should be fairly obvious - because that's a lot of money, and more than 8 times the $2.4m they actually spent.   [/quote]

I know that’s not what Jack wrote.  I’m not relying on him for facts!  Maret considered buying BGC.  In the end, DC ended up buying it on Maret’s behalf.  Why?  Why does someone buy a property in need of renovation if they don’t have the money to renovate it?  In particular, what’s the point of DC buying a property that it has to lease out for the long-term to make it worthwhile?  It’s not like it was something the city already owned that had fallen into disrepair.[/quote]
