They are diligently following messaging from the top congressional leadership, which is to talk only about healthcare for now, because polls show that Americans trust Democrats more than Republicans on that subject. But in addition to healthcare - this is also about placing the blame for the incoming mass federal layoffs and severe federal funding cuts squarely on Trump. They are coming anyway, so there's nothing much the Democrats can do about it, except encourage lawsuits when it's legally applicable and generally keeping the topic front and center when the time comes. Slashing departments and agencies to the bone will have repercussions on the services that ALL American receive. Populations outside of DC might feel compassion towards the thousands of federal employees losing their jobs, but they will come to feel the lack of federal support at some point. And they will blame the party in power.[/quote]
