Especially in DC---where the bureaucrats in charge of passing out the money have a friend, sister, significant other etc. who sets up a non-profit and then spends all the grant money on "overhead". The problem is that "wrap around services" that would actually help people climb out of poverty, e.g., government subsidized child care--would be a lot more popular if they were a generally available government benefit like in Western Europe. In general, government programs that also benefit a wide swath of the middle class are a lot easier for people to embrace. [/quote]
