The state and local.govrrnments.  there's actually a whole process (or at least there was for decades) to settle and integrate refugees.  Generally, iirc, medium sized cities offer the take a certain amount.  For them it's about fighting population loss or spurring population growth.  For the govt it's easier to track and provide services.  Often there's a cultural fit as well.  For instance Detroit wanted Syrian refugees (until Trump stopped things).  TN and MN got the Hmong in the 80s because of hunting.  Of course, all of that is for refugees coming in a less haphazard fashion.

That's the thing.  There are things that could easily be done to actually improve the underlying system (to take into account the changing circumstances caused by refugees (in the general sense) coming directly by land).  There are many small and medium sized cities that need to be repopulated to survive.  Trump and his ilk's grandstanding demogoguery have actually made things worse and prevented solutions.[/quote]
