The only thing in Hoppe's favor is that the government doesn't have an actual victim, but they do have evidence of her state of mind and she can legally be convicted of the crimes if the circumstances she believed to exist, even though the circumstances actually did not exist.

Maybe the Federal prosecutor will look into Hoppe's 2019 undressing arrest.  If it is found that a minor was also involved in that incident, that might be enough to trigger a much longer sentence from the judge, since there was an actual victim.[/quote]
