The only thing the changes will do is ensure that the wealthier (largely white and Asian kids) at underrepresented schools will have an easier time getting accepted, and a lot of people (again, largely wealthier white and Asian families) will temporarily move right before 7th or 8th grade to benefit from the quota system.
