I'm as annoyed about fraud as the next person, but targeting the 10 percent of DE students who pay tuition, and are NOT committing fraud doesn't strengthen your case. Yes, there was a problem with tuition collection a decade ago. There isn't now. [/quote] Did you not read the article. It said that many of the 10 percent non-residents are NOT paying tuition.
