This was not an effort to identify "foreign" or "criminal" entities.  
These were accounts from US citizens who have not been charged with any crime - because no crime has been committed.

For the love of all that is holy do you take Elon and his handpicked “journalists” at their word on anything and everything? That $3.5m was reimbursement for hours Twitter staff spent researching and responding investigatory requests from the FBI that had a court order. And newsflash - any corporation who gets this type of request from the FBI can be reimbursed for the time spent on it [/quote]
