The BBB passed in the House on November 19, despite the resistance of those 4 Democrats. In fact, they resistance was in large part because it was painless for them to vote nay. If there were insufficient votes to pass without those four then it might have been significant that they objected, but they objected for political reasons, just to appease their base back home (many of whom are hit hard by the SALT caps). It was sunk in the Senate because they did not have the 50 votes needed to pass (with VP Harris' tie-breaking vote). Manchin is a US Senator, not a Representative. [/quote]
