Umm no it doesn't. Manchin's counter-offer is $1.8B for subsidized ACA, 10 years fully paid for national Pre-K, and Climate. It does not include CTC at all. That's the sticker. White House should have accepted.[/quote]

Not really.  It's another welfare program like welfare, medicare, medicaid, WIC, etc.  It's just that it is not needs-based.  It's just a welfare program for people with children, whether they need it or not.  At least the other welfare programs are need-based.[/quote]

It would more than pay for itself if it were passed with free, easily available birth control.  That would cut the cost of WIC, CHIP and other similar programs in half.  But Republicans who claim to be fiscal conservatives oppose that.  [/quote]
