I read that the CEO was looking into making surgical patients pay for anesthesia for any time longer than he / United thought a surgery should take. So, if there was a complication, the patient would have to pay for the anesthesia during the emergency extended time. Wtf?

You need to stop reading that news source. It's a fabrication. After the murder of Thompson, Anthem decided to reverse its policy limiting anesthesia coverage. Thompson ran UHC, not Anthem.
