It is not incoherent to refuse to risk thousands of lives on foreign conflicts unless absolutely necessary. Nor does it mean that he can't drop bombs, which puts very few of our troops at risk. After dismantling incredibly expensive infrastructure...we are still there because he realized,finally, we can't leave .
