It's not abuse, at least not in MD. It may be poor parenting, but one instance (and despite what several of you seem to "know", you don't know, you just assume) is just that, one instance of poor parenting. It's not a call to CPS for just what was witnessed. If you want to do something, the more appropriate reaction may be to try and diffuse the situation. Walk over and say "I see you have your hands full with three kids. Can I help you get to your car?" Maybe the mother or grandmother just needs a break to collect herself and a walk to the car with an adult to talk to instead of three young children plus a sympathetic ear or a shoulder to cry on may be what she needs to get herself back to where she makes good parenting choices instead of bad. Offering to help instead of siccing the police or CPS on them is probably far more helpful, but then very few on DCUM would actually offer to help, they would just call the police or CPS.
You're right, I WOULD call CPS, which is the appropriate reaction to someone who slaps a toddler and then shows no remorse. FYI, it doesn't have to be illegal for CPS to get involved, and there is likely way more going on at home.
