Uh ... she is trying to help the abused child(ren) and trying to find a way to do it that doesn't put her own child(ren) in danger. That isn't shameful at all.

If something is going on, you call CPS, end of story. 
A child has no protection, NONE. While OP has the option to call the police, get a handgun to protect themselves, a child is being abused enough that it is obvious to other people and is not getting help. How are they going to know it was OP who called? You can make an anonymous report. Mandatory Reporters, teachers, pastors, counselors, teachers, do not have a choice. OP is burning daylight wondering what if about something that might not happen and failing to report what they do see is ACTUALLY happening.
