It is there to be one part of an application to a "highly gifted" program. Now you could certainly say, if you wanted to, that admission to the HGC should be based solely on test results. But it would not be valid to base this on the experience in the school system in Florida in the NYT article, which is using test results to answer a different question.[/quote]
