[/quote] They're only paying DC income tax for the period where they're living in DC. They can't avoid paying in Virginia or Maryland or wherever they've bought their new home. Talk about justifying bad behavior. It's the worst for those in PK. I've seen so many lottery lucky people take up PK slots that could have gone to people who have a real interest in remaining in DC and being part of the elementary school community and once the K years come they disappear (or even early in the case of the ones who buy mid-year and commit residency fraud for the remainder of the year.)[/quote]
