Her neighbors are unfriendly yet they gossip about her, well how does she know if she is not friends with them. They are unhelpful, but they are retirees. Does she expect her 67 year old neighbor to shovel her walk? Maybe she should help shovel theirs. Bottom line, OP sounds like she wants a neighborhood that will guarantee and make friends for her.
