In our neighborhood the HOA places stickers on them and tows them away if they stay in on a public street in one spot for too long--more than a couple weeks. Some of the people who keep their cars parked in tighter areas in front of other's townhomes just get their cars hit by the people pulling out of their driveways, like the other poster mentioned.
Are your streets privately owned by the HOA? I can see towing off private streets, but I don't see how they could do this if they are public streets. As long as a vehicle is legally registered, it should be able to park on public streets that are not restricted. The owner is paying the yearly registration fee, which helps to pay for the public streets. That being said, I think it is courteous to park in front of one's own house. If there is some reason to need to park in front of a neighbor's house, it would be nice to ask and then to take over a plate of cookies or brownies now and then as a thank you.
