In the meeting they mentioned that just because a child is ELL or grows up in a Spanish-speaking home doesn't mean they automatically qualify to be in a dual-language program. The students need to be on grade-level in writing, reading and speaking Spanish. Participants cited examples of ELL students at their schools who are not in the dual-language program.[/quote]
