Yes, it's in Al Bukhari collection of Hadith which almost all Muslims take as authentic.
Not if it was narrated by Abu Harayra. And it is well known one can use hadith, which very widely in terms of strength of authenticity, to back up almost any crazy notion one has. Using hadith or described practices of the prophet to back up Muslim practices is quite different from using it to back up theology.
That's seems more like a Quranist view, and is not the view of most Muslims. Sunni Muslims view the Sunnah as part of religion. "I have left among you two matters by holding fast to which, you shall never be misguided, the book of God (Qur'an), and the Sunnah." This concept was narrated through four different Companions of the Prophet. So Sunnah matters to almost all Muslims. It is similar to Judiasm which includes both the Written Torah (Old Testament) and Oral Torah (The Talmud/Mishna). To Sunnis, Abu Harayra is authentic. To Shiites , he's only authentic if corroborated by another Companion. And to Quranists, he is not authentic or important at all. But these are minority views. I don't care what you personally believe (if you are Muslim), but it's not a fair representation of what most Muslims believe. Most Muslims believe all babies are born Muslim. That's why people don't convert to Islam. They revert to Islam.
