ALL taxes are supposed to be tipped - some people who receive tips just break the law and under-report their tips. Same thing in a restaurant if you pay with a credit card, that exact tip is taxed. Cash tips are self-reported, so the person can choose to commit tax fraud and under-report, but the way you pay doesn't make a difference in how things are taxed. It just makes it more traceable.
