I can say with absolute certainty that many wealthy people have looked at downtown DC and decided not to buy there. If you argued in favor of N. Arlington or McLean, OK.  But downtown DC? No.[/quote]

Huh? By "near downtown," I meant precisely those suburbs you just mentioned. They are "near downtown," as opposed to suburbs, say, outside the Beltway. [/quote]
