It's a standard social science term used by the US census, eg, Juan Williams is a black Hispanic. Marc Anthony is a white Hispanic. It doesn't feel right to everyone, thus apparently a good many Hispanics select "Other" for race in the census (it might help if we had mestizo as a racial category) but it wasn't invented by the media.
