If you have lived your whole life in one state, you can't know what a country needs. Your experiences aren't just complete enough to understand national issues. [/quote] Oh, I agree. Living in one state or ward makes it impossible to think widely about the whole city or country. People who move to DC and live in one ward the whole time they are here just aren’t qualified to vote city-wide. [/quote] Additionally, if you were born in the District and have lived your whole life in a single ward, you can't understand what the city needs. Unless it's Ward 8. They each get two votes.
