In sum, it was caused by a drought out west that caused Mom/Pop ranchers to cull their herds a few years ago, sending young females to slaughter instead of breeding future herds. Limited females means shrinking herds over time. This was exacerbated by the same ranchers reaching retirement age with no one to take over - so they didn’t want to take a lot of risk. It will take years to rebuild, because ranchers need to rebuild the young females first for breeding, and stop sending them to slaughter, which will further limit beef supply in the near term. There is nothing political about this, just bad timing/circumstance.
