Put camera's everywhere public for easier monitoring.[/quote] That won't pass the "clear and convincing" bar for a civil lawsuit. You'd have to prove that MCPS did not have recommended monitoring deployed and that if they did it would have PREVENTED this. The argument that monitoring of some kind would deter the attack is basically a non-starter, since it is obvious to the assailant that they will be caught. Thus, having the ability to identify the assailant won't deter anything, since detection is already a guarantee anyway. Instead, you would have to prove that staff would somehow be able to intervene in time to stop the attack. Given the number of students in the hallway, this is a dead argument also. MCPS wouldn't be able to maintain that level of staff to identify an escalating event, arrive at the location from the monitoring point, and then intervene to deescalate the confrontation in time. There is no real lawsuit here unless there was a known history between these two students or at least from one of them that warranted a preaction that could have prevented this.[/quote]
