It usually is only one homeowner who sues. Most people don't have the money or time to commit, so they sit on the sidelines and let others fight the battle. Often homeowners in HOAs are completely unaware of their HOA boards are doing with their money, and the boards have a tendancy to spin information or outright lie about what they are allowed to do. Boards also have a tendancy to attack and bully anyone who speaks up or steps out of line. It's easier to keep your in the sand, or at least keep it down, if you live in an HOA. [/quote]
