the shirtless guy is named Christian. He often wears a lot of pink and in cooler weather a black duster. I think Cleveland Park Main Street had a piece about him a couple of years ago. He lives at Macomb and Connecticut and clearly has some psychological issues but neither commits crimes nor exposes himself indecently. He is absolutely ripped and black, so he probably scares a lot of the uptight whites in the neighborhood just by existing.

As for Frumin being at all DSA, that's a joke. DSA would probably love to replace Frumin with someone who puts up a fight.

A funny thing about DC DSA - they are very much not urbanists due to lower class people getting priced out.

No one mentioned Christian. The indecent exposure was on Wisconsin Ave by a homeless person well known to the Metro PD. 
Frumin brought up the Conn. Ave person. And that is all he had to say in response to his constituents talking about their actual experiences and concerns.
Please don't assume you know what people are afraid of.
