This does not happen. CA should just designate a certain portion of seats as “ non-resident price” but allow in state families to take them as well. Easily fill them in state.[/quote]

This absolutely does happen. I’m not sure why you are so invested in pretending otherwise. The link to the chart for admitted students and acceptance rate is in the post above. Was your OOS kid rejected from UCSD or something?[/quote]
