The process for contract renewal will occur in early 2026, but planning for it starts in 2025. It's even earlier because of last year's GAO report that dinged us on how we manage the FFRDCs. If political appointees want to re-compete this contract (and they do), they will pressure us to look for reasons to re-compete it (RAND has given S&T more than enough of these reasons, unfortunately).
