The Board has historically been bipartisan.  36 board members are appointed by the president for a six-year term.  There is nothing unusual about a president filling those vacancies, even near the end of his term. Removing those members before the end of their term is completely unprecedented, and doing so to pack a board (on which Trump's appointees were already well-represented) full of your own partisans is shocking.[/quote]
