[/quote] And yet, the contracts end up being awarded to the company the client wanted from the start - not the best value or the most qualified. It's easy to fudge the paperwork before and after the award and the IG is limited in how deep they are allowed to dig. There are checks and balances on paper, but the scrutiny is not as thorough as you are trying to describe. Lots of make-work both on government and contractor side.[/quote]
