Only 15% of federal jobs are in DC. I don't know where people get this idea that most federal jobs are in this area. Of course they are distributed throughout the US because federal services are distributed. There have also been efforts to outsource lower level operations to places with lower cost of living just as you see in any organization.

The federal jobs in and near DC are largely here out of necessity. As long as the White House and Congress and foreign embassies and a lot of NGOs and are located in DC, so will about 15% of the federal workforce because those are the jobs that interact with those entities directly. There are already DHS and DOJ and HHS employees all over the US working in field offices that are located there for practical reasons. The staff of these agencies in DC are located here because their work is related to people or activities that are necessarily located in DC. It's not some boondoggle for DC. It's just a reality of a capital city.[/quote]
