They simply haven't the money or manpower to cater to all of the special needs IDEA activists and also educate the rest of the population as well. There needs to be major reform in public education or else public school will simply become a school for special needs kids and poor people who can't afford private school. Maybe that's what the SPED parents want, I'm not sure, but it won't stay like it is. [/quote]
