There is no general board in tge Commonwealth setting all the costs for the 30+ public schools. It's the Virginia Tech Board of Visitors who set the fees. Same at the other VA publics. I've been in some board meetings that become brawls because some Visitors are adamant that costs cannot be increased and others insist on raising costs and point to increased operating costs and projected costs for the upcoming year. Please note that real estate, alone, in Blacksburg is much less expensive than downtown Charlottesville. Operating costs, employee costs and cost of food is less there. This is why GMU was more expensive than UVA when my dc was there = real estate in Fairfax near GMU is very expensive. Also, GMU is on a building spree. Each Board sets COA based upon the operating costs and goals (building) of that particular institution[/quote]
