DP. It's a weird set up, I agree (I'm used to the one in DC), but it is in fact how things work: https://ww2.montgomeryschoolsmd.org/departments/policy/pdf/cfb.pdf The whole process is overseen by the Superintendent based on the BOE's policy.

I don't read this as saying that once the school is established and classes start, he has much or anything to do with it. Language is vague. But this is the policy that the BOE approves; normally, there is a reg that MCPS puts in place to lay out more specifically what each part of the policy means. Has MCPS put that out? [/quote]
