Didn’t we used to punish people by making them pick up trash on the side of the road? As for enforcement, while I’m not sure of the actual legal terms and procedures, couldn’t we set up contingencies in the sentence, so he either does the work he’s sentenced to, or else he is sent to juvenile detention.
