No - you have to "police" people.  And you're in the sun.

Ribbons/awards is the easiest and best job.  You're sitting at the table with other people but you just put stickers on the ribbons.  Just wear earbuds and the other people at the table will leave you alone.  You usually are under an awning or tent, so if it's raining, you stay dry.  I've been to some pools that have data/awards inside an air conditioned club house.    The only negative is you have to stay until after the meet ends to get the stickers from the last events.
