The selection rate is around 30% for Colonel. You obviously do not understand how officers are confirmed by Congress. A single officer doesn’t have the ability to hold up promotions. A branch of the Army submits a list and asks the whole list be confirmed. The JAGC stands by its whole list and rarely removes a name. A single soldier on the list has no role in whether the list is approved. So what’s your angle here?
